Protection of personal data

The following information relates to the protection of your personal data. This is the data that allows you to be identified, directly or indirectly.

Personal data is collected by:

FPS Chancellery of the Prime Minister when you surf on the pages of the Interministerial Commission for Humanitarian Law (ICHR) website. In your browser, those pages begin with ‘www.cidh.be’ or ‘www.ichr.be’.
When a link takes you to another website, an online application or a social network, you must check the terms and conditions for the processing of personal data used by those responsible for those services
Interministerial Commission for Humanitarian Law (ICHR) when you contact us or when you subscribe to an event.

You are protected in accordance with European Regulation 2016/679 of the European Parliament and of the Council of 27 April 2016 (entered into force on 25 May 2018) on the protection of natural persons with regard to the processing of personal data and on the free movement of such data (GDPR).

Legal bases and purposes of the processing operations

Pursuant to Article 2 of the Royal Decree of 6 December 2000 on the Interministerial Commission on Humanitarian Law, the ICHR's mission is to:

1° identify and examine the national implementing measures necessary for the implementation of the rules of international humanitarian law, inform the federal ministers concerned and submit proposals in this regard;

2° ensure the monitoring and coordination of the national implementing measures referred to in 1°;

3° to assist, as a permanent consultative body, the Federal Government, on its own initiative or at its request, by studies, reports, opinions or proposals relating to the application and development of international humanitarian law;

4° ensure the continuity of the work and the preservation of the archives of the Interdepartmental Commission on Humanitarian Law referred to in Article 1[1;]1

5° act as the National Advisory Committee for the Protection of Cultural Property, within the meaning of Resolution II of the Intergovernmental Conference on the Protection of Cultural Property in the Event of Armed Conflict, adopted at The Hague on 14 May 1954.

So the ICHR assists the Belgian State in the implementation of international humanitarian law treaties, including the Geneva Conventions of 12 August 1949 on the protection of victims of armed conflicts and their Additional Protocols. As a State party to these treaties, Belgium has an obligation to respect and ensure respect for IHL in all circumstances. To this end, Belgium undertakes to disseminate IHL as widely as possible.

Purpose of the processing

Personal data is collected and processed with the aim of:

informing you;
answering to your questions;
allowing you to register as a participant at one of our events;
printing the participants list of our events, which is delivered on-site the day of the event;
preparing entrance permissions and access control;

If your request for information or services is intended for another department, we provide you with the particulars of that department and you are free to choose whether or not to contact them.

Processed data

In the situations listed in the table below, personal data is collected and processed automatically.

The other personal data that may be processed is listed in the data processing register.

Data that is not of a personal nature is automatically collected without linking it to your IP address and therefore with respect for your privacy. It is used to generate statistics and to improve the content of the portal site: language selection, search engine used, keywords used, website from which you came, pages you viewed, duration of each page view, list of files downloaded, date and time of access, browser used, platform and/or operating system installed on your computer.

Storage duration

The storage duration:

of your IP address is 12 months;
of the cookies is 13 months;
of the communications through e-mail is 12 months
of the communications through the complaint form and the complaint management e-mail is 12 months;
of the information through a registration form is limited to the duration of the event in question or at the latest until the email informing you of the publication of the proceedings is sent to you.

In exceptional cases, such as in the context of legal proceedings, your personal data may be stored for a longer period.

Security

The ICHR and the FPS Chancellery of the Prime Minister guarantee the security (integrity and confidentiality) of your personal data. It is protected against unauthorised access, unauthorised use, loss and unauthorised changes.

To this end, we use security methods and procedures that we will not describe in detail here for security reasons.

Please note: Appropriate physical, technical and organisational measures are taken to guarantee a level of security that is appropriate with regard to the risks.

Right of inspection, modification, objection and deletion

You have certain rights relating to the personal data that we use: the right of inspection, the right of modification, the right to object and the right to have data deleted.

Your application will be processed within 30 calendar days. If your application is complex or if our department has to deal with a large number of applications, that period may be extended by 60 days.

Complaints

If you consider that the ICHR has not processed your personal data in accordance with the applicable regulations, you are entitled to lodge a complaint with the Data Protection Authority:
